SPEAKERS

Ray Brougham, President, Rainhouse Manufacturing Canada

Ray started his career in 1981 as a journeyman millwright, initially in BC's pulp & paper industry then in the sawmill industry. His last posting in this field was maintenance superintendent of Northwood's Huston plant, the largest sawmill complex in North America. In 1991 Ray returned to the University of Victoria to earn a mechanical engineering degree. Soon after receiving his degree, he founded Prototype Equipment Design (PED) and has evolved his company from a prototype machining job shop into a project focused engineering company. Rainhouse Canada (formerly Prototype Equipment Design) maintains its one stop shop contract manufacturing, CNC machining, and the electronic circuit board assembly business. PED's main focus is within the defence, marine, and advanced manufacturing sectors. Ray is currently a board member of the South Island Prosperity Project (SIPP) and the Vancouver Island Aerospace Association (VIAA).

 

Commander Matt Plaschka, Royal Canadian Navy

Commander Matt Plaschka joined the Canadian Forces in 1983 under the Officer Candidate Training programme. As a naval officer, he has been posted all across Canada, including HMCS OTTAWA, HMCS OJIBWA, and HMCS ATHABASKAN. Cdr Plaschka holds a B.A. in Geography from the University of Manitoba and a Master's degree in Defence Studies from the Royal Military College of Canada. He is currently on the West Coast to work within the Directorate New Capability Introduction, Royal Canadian Navy.

 

Stafford Bingham, DirectorEsquimalt Graving Dock

Stafford Bingham, Director, Esquimalt Graving Dock (EGD), joined the former Department of Supply and Services Canada (later to become Public Services and Procurement Canada) in January 1988. He began his career in PSPC as a Marine Technical Inspector and progressively held several positions including Chief of Technical Inspection, Manager Marine Acquisitions and Manager of Business Advisory Services for the Acquisitions and Compensation Branch. In November 2015, he took on the role of Director at the EGD and he is now responsible for the management of EGD operations and related services to the ship building and ship repair industries for Infrastructure Assets Management/Engineering Assets of the Real Property Branch.
